Hi, I would like to bring this article of the PDEX (which is the exchange platform for fixed income securities), to the attention of traders here. I would like to know of their opinions and take on the matter.

In 2008, the House Committee on Banks and Financial Intermediaries convened to investigate the same issue. Therein, Lasala maintained that the assignment of the registry function of the Bureau of Treasury (BTr) to PDTC as “an ultra vires act that is illegal and void ab initio.”
She argued that the BTr is the official registry of scripless government securities and that BTr’s registry function cannot be delegated since “the same is tantamount to abandonment by the government of its public function to safeguard the integrity of the information or data relative to public debts.”
“Entrusting the registry function of the BTr to a private entity, which pursues a contrary interest to that of the government, is manifestly and grossly disadvantageous to the government. Investors may shy away from government securities as private entities will now have access to their investments,” said Lasala.
There was supposedly no added benefit or value presented that would justify the need to delegate to a private entity the core public function of the BTr’s Registry of Scripless Securities.
This time, too, Lasala’s opinion would be corroborated by then Rizal Commercial Banking Corporation executive vice president Sergio Edaza, himself a former National Treasurer, Central Bank treasurer, and MART president.
According to Edeza, the appointment of a third-party custodian has not done the market good. It will not prevent fraudulent transactions from happening and will not make the market more efficient – “for the simple reason that we are going to expose the holders of the securities to other entities aside from those they trust.”
And while the BAP has cosistently supported the “integrated structure,” pronouncements by one of its members – Union Bank – illustrate that the position is not unanimous. UnionBank of the Philippines president Victor Valdepeñas has questioned the various fees being charged in the Exchange, which supposedly restrict trade.
“Why is it that all those services that have been present before are now being charged fees, ad valorem taxes, quasi ad valorem taxes? Many participants in the market are being disenfranchised…what do fees have anything to do with market reforms?
“Why do we have added financial burden being imposed in the intermediation process that has nothing to improve operational efficiency, price discovery, efficient market operation?” asked Valdepeñas.
“I don’t get it. PDEx is just like a registry of done deals – nothing but a revenue-generating trade mapping engine with no added value. It can’t even provide financial analytics for trades and prices that its system captures at a very high cost,” commented another industry source. " |

Pwede po bang magrequest ng Rants and Raves section kung saan pwede idump lahat ng frustrations.
For example, nakaka-asar na PSE data real time price report plan is worth ~1.5M every year. Patay na mga start-up independent brokers dahil lang sa price na yan eh. Pati Google Finance di na nila sinasali PSE dahil sa ridiculous price point ng mga data na publicly available naman. |
